Ensure that a paxos repair is run for the distributed metadata keyspace at each
step of a CMS reconfiguration. This was previously done during the {{AddToCMS}}
operation, but was omitted when reconfiguration was implemented. {{AddToCMS}}
is now only used in tests and has never been exposed to users, so we should
also consider removing it entirely.
