Auto-scaling issues addressed. Node pools now have a mix of instance types to
choose from, as well as both spot and on-demand.
Remaining tasks:
* Create a PR with the EKS setup instructions (this will become part of
CASSANDRA-18145's patch)
* Get pre-ci.cassandra.apache.org working. Because of apache.org's HSTS it
needs https:// . So needs a cert setup.
