[~himanshujindal] The ticket CASSANDRA-16244 tests that repair should fail in
mixed versions. However, this poses a significant issue during major version
upgrades, as the repair cannot function, thereby introducing consistency risks
to existing production workloads.
The end state is to have a repair function in the mixed mode, and the idea
behind this ticket is to add necessary tests that verify that compatibility is
not broken between versions.
