Add the following note to the top of NEWS.txt to help ensure people don't get
surprised by the new steps needed when upgrading to a version that includes TCM.

In order to support the new Cluster Metadata Service, added to Apache Cassandra
in "CEP-21: Transactional Cluster Metadata", upgrading to this version of
Cassandra involves operational steps above and beyond most previous upgrades.
