Our Jenkinsfile doesn't support spot instances, as it has no specific labels
for when splits can be run on a spot instance and when it cannot. This
distinction is required for resilience over the jenkinsfile pipeline.
Spot instances can be used within the jenkinsfile on splits that have a retry
mechanism, and on all retries but the last.
This patch will introduce labels with "-spot" suffixes, applying them where
appropriate, add the agent-dind-*-spot yaml configuration into the helm chart
values, and update the docs on how to add spot node groups to k8s.
