[~brandon.williams] [~maedhroz] I have just discovered this, but I think making
the server silently drop messages isn't the best solution here. I think we need
to _actively_ respond to clients with "Going away" message, since otherwise, if
we have a long queue, we will end up with clients timing out without an ability
to idempotently retry a non-executed statement.
