We are not allowed to regenerate or change the build artefacts that are
publicly hosted without going through the vote process again.
This is solely about the "Additionally, we need to retroactively add checksums
for the 0.2.0 release" statement.
(If the 0.2.0 artefacts have been modified since the vote then they need to be
deleted.)
But it is ok to add just the checksums, because we can verify the same
checksums would be created if we created them off the artefacts as they were
under /dev/ (on the older svn revision) as they were during the vote.
