We currently send the raw CQL as a utf8 string which has a [size limit of
32kb|https://github.com/apache/cassandra/blob/b20985d744984304434d2713faa59b4a6f766174/src/java/org/apache/cassandra/db/TypeSizes.java#L44].
This patch sends the raw CQL bytes.
This patch also includes the test from CASSANDRA-21260 which seems to have been
skipped when merging to 6.0 due to this issue
