We have clusters setup with multi-DC, where DC1 set cdc_enabled to True and
unset in DC2 which is going to the default False.
Adding nodes to DC2 cause schema disagreement due to cdc value in the
system_schema.tables will be set to null while it is set to True in other nodes
schema.
https://issues.apache.org/jira/browse/CASSANDRA-19948 is not looking to fix
this issue.
