While working on CASSCPP-16 we noticed that HttpClientUnitTest started failing
once we bumped TLS support up to 1.3. [Some
digging|https://github.com/apache/cassandra-cpp-driver/pull/591#issuecomment-5877934874]
was done to identify the problem; in short, it looks like the test needs to be
restructured slightly to work for the connection process associated with TLS
1.3.
For now we've introduced infrastructure to constrain TLS versions for a
specific test and used that infrastructure to limit this test to TLS 1.2. But
longer-term I'd like to see this test adapted so that it can test it's
underlying case for _both_ TLS 1.2 and 1.3, presumably selecting the
appropriate test functionality based on the version under test.
