CreatedRestoreSlice.checkForConsistencyLevel and validateAllRangesAreSatisfied
call canBeSatisfied with an empty pending-replica list, while the write phase
passes the real pending replicas, which raise the number of acknowledgements
required. For a bulk write that overlaps a bootstrap, the consistency level can
be satisfied without the pending node, and the coordinator then cancels the
remaining imports. This change passes the pending replicas from the token range
mapping into both checks.
