this is in the release manager's duties to do on release finalisation:

but it should also be here:

maybe add a GHA on cassandra: when version changes in build.xml all
cassandra-dtest upgrade_manifest.py must be latest versions.
simple, and effective as it is always the release manager that bumps the
version post release.
