When using the cursor compaction path, compacting a partition whose static
non-frozen collection is over the collection_size or items_per_collection
threshold throws an AssertionError causing the compaction to fail. The iterator
compactor correctly compacts the same data, while logging a warning for the
guardrail.
Because compaction will fail every time when trying to compact the affected
SSTables, operators will either need to raise or remove the threshold or turn
off cursor compaction.
This issue only happens when the cursor compaction is enabled and the
collection_size warn/fail thresholds or items_per_collection warn/fail
thresholds are set, and we are trying to compact a non-frozen static
collection.
