Description: Since witness replicas only have a temporary dataset in the
log, calculating a merkle tree from their non-existent dataset will always
result in a preview repair mismatch, or a full stream of data in a full repair.
Additionally, witnesses need to be synced before a full repair (was: Since
witness replicas only have a temporary dataset in the log, calculating a merkle
tree from they non-existent dataset and comparing it as part of preview repair
will always result in a data mismatch error. Tracked preview repair should not
consult witness replicas.)
