Improve the handling of repaired metadata when SSTables are rewritten during
scrubbing.
Ensure that the resulting SSTables preserve the appropriate repair status and
metadata, while maintaining the distinction between repaired and unrepaired
SSTables.
The existing {{repairedAt > 0}} condition is intentional, as {{0}} represents
{{{}UNREPAIRED_SSTABLE{}}}.
