Situation is 2 node cluster with RF 2. TCP connection between nodes is still up
but do not delivers heartbeats fast enough because of network conditions.
After FD decides that node should be marked down i suppose that TCP connection
is closed and attempted to open at next HB interval which will succeed because
TCP related timing arguments (windows size and such) will gets reseted to
default values.
