ALTER TYPE DROP complains that there is no active keyspace (even when the 
session has an active keyspace). The drop works when the prefix is provided.

steps to reproduce:

ccm populate -n 1
ccm start
ccm node1 cqlsh
Connected to test_cluster at 127.0.0.1:9160.

cqlsh> create keyspace user_type_dropping with replication =

cqlsh> use user_type_dropping ;

cqlsh:user_type_dropping> DROP TYPE simple_type;
