I would vote for just one per-table setting. I agree both with the fact that 
table-level is probably better (history tells us that we end up moving most 
global setting to be per-table) and that mixing SERIAL and LOCAL_SERIAL on the 
same table is probably not common enough to warrant 2 settings.
