Actually, I'd rather left that to a separate ticket if you don't mind: starting 
a v4 protocol right now feels a tad premature, I'd rather stick to listing the 
reason to create such version first (so create a ticket a tag it 'protocolV4'). 
I'm fine with not handling any notification in this ticket.
