There are many Cayenne projects with a single {{.map.xml}} file and nothing
meaningful in the project XML. We could just allow to use standalone DataMap
files as a full project in that case.
This improvement should include:
* Opening in the Modeler
* Loading in the runtime
* Possibly saving in the Modeler (save just {{data.map.xml}} if there's nothing
in the project? separate option in the project/modeler?)
This feature should not replace any existing support for the project files.
