   @harikrishna-patnala In regards to your `Reinstall VM` comment. If test1 
user (who owned the template) makes it private, test2 user (who used the 
template) will lose access to the template and he/she can't see that template 
in the `Reinstall VM` list.
   
   As a result, with or without these changes, the test2 user might lose access 
to the template. It is an inherent risk in using community templates. :D
