   @weizhouapache I'm unable to reproduce the issue
   dnsmasq comes up fine
   Is there anything that was missed?
   - Set use.external.dns = true
   - Created a VPC
   - Created a tier
   - Brought up a VM
   - Checked dnsmasq status and config
   
   #### use.external.dns = false
