I am getting a similar issue as you w/ VMWare on top of Windows Server 2016. My secondary storage was set up fine and there are no known errors. Downloading from a URL works and it get stored and used properly unlike when I attempt to upload the ISO directly from my computer. Attempting to upload the ISO manually I once got a network error but the system logs did not enlighten me with anything.
