@rhtyd @DaanHoogland RadomAllocator was missing capacity checks so this PR just adds that. Will it better to move the retry logic to a different improvement ticket? As the current code just relies on DeploymentPlan and fails deployment when the plan's hosts/pool return capacity constraints during starting of the VM. -- This is an automated message from the Apache Git Service.
