Affinity Groups don't work. VMs ignore affinity and anti-affinity rules and
migrate to any cluster's hosts.
##### STEPS TO REPRODUCE

Create anti-affinity group.
Create 2 vms in this group.
Click migrate to anothe host on 1st VM and choose host where located 2nd VM.

VM doesn't migrate
