ok, problem solved. changed in kvm /etc/cloudstack/agent/agent.properties file lines: from guest.cpu.mode=custom|host-model|host-passthrough to guest.cpu.mode=host-passthrough and removed guest.cpu.model=from /usr/share/libvirt/cpu_map.xml and guest.cpu.features=vmx ept aes smx mmx ht now worked well.
