If a volume is attached to a VM usage should add virtualmachineid to the
usage record of that volume. If you attach/detach a volume to/from a VM it
should create a usage record of a new type in usage_cloud.usage_event database.
Use case is to map a volume only using the records of listUsageRecords to the
VM which the volume was attached to at that timeframe.
