@kiranchavala I think the repro steps that you have taken are not going to
work as its an out of band operation and CS cannot handle it.
@DaanHoogland I see @top-secrett is using datastore cluster only, so its a
valid scenario where Storage DRS can hit.
From the latest comment of @top-secrett I see the below repro steps
1. create VM from ISO
2. Then volume is migrated via vShpere (automated DRS) within storage cluster
3. stop the VM ("VM cannot start after shutdown")
4. start the VM -> this failed
@top-secrett based on the log message I see that CloudStack has detected the
moved volume change,

There should be some other error message in the logs, can you please check
it.
