   Support download of template which are registered as Direct Download
   
   
   
   Steps to reproduce the issue 
   
   1. Register a qcow2 template > select the Direct Download option 
   
   2. Launch a vm from the registered template 
   
   3. Try to download the template ( images> template> Download template
   
   4. The download of template fails

   Expected behavior 
   -----------
   
   Currently we are storing the direct downloaded templates in primary storage 
   
   Cloudstack supports the download of templates only if they are present in 
the seconday storage.
   
   There could be use-case scenario if a user wants to download the original 
template which is registered as direct download
