I have never seem an event being processed twice without manual intervention in the database; instead, I already saw dup events, like `NETWORK.OFFERING.REMOVE`, `NETWORK.OFFERING.ASSIGN`, and `VOLUME.DELETE`, being persisted. Could the situation you are facing be similar to that?
