I thought it might be relevant, I find it weird that in the Advanced zone (1st screenshot) there are only a few offerings in the dropdown. However, in my 4.19.1 installation there are none. Also, I forgot to mention, if I create a new offering results in the same behavior, it shows up on the Network Offerings list but not in the dropdown when trying to add a new guest network.
