For some reason (could be my own env), upgrading from 4.19.1.3 to 4.20.0.0
RC3 I wasn't able to get VM console working even with systemvm (CPVM) running.
After provisioning certificates again on the host using the UI & then manually
restarting both Cloudstack agent & libvirt it started working for me:

systemctl restart cloudstack-agent libvirtd
```
