@btzq , I've not been able to reproduce this reliably with the caveat that it might temporarily exceed the number of max VMs. But in all my experiments it normalises again. Shall we put this on hold to see if #9574 aliviates the issue? I can not reliably reproduce this, and what I have looks good.
