In OpenStack, Neutron components provide a variety of network functions. The core plugin implements internal layer 2 communication, and the L3 Agent implements layer 3 (L3) network functions to help tenants' virtual machines (VMs) communicate with the external network. Their network functions are not implemented through system virtual machines.
