### problem While trying to a create a shared network with a network offering which has "specifyVlan is false" and with/without any services, the operation is failing with error "Associated network must be provided when creating Shared networks when specifyVlan is false" <img width="1196" alt="Image" src="https://github.com/user-attachments/assets/7fc07772-82a8-424f-8cc2-5bd9d0e3da8b"; /> and the corresponding offering has "specifyVlan set to false"  ### versions 4.19.2 and may be later On 4.19.1 it is working fine. ### The steps to reproduce the bug 1. Create a shared network offering by marking "SpecifyVlan" to false 2.
