@shwstppr, in my case, the templates never started downloading while the SSVM was running. The issue turned out to be with the NFS service on the host. CloudStack attempted to recreate the SSVM around 10 times before I resolved the problem. Once the system VMs were running properly, the templates remained in the "Active" state — and they still are, as I'm continuing to work in the same environment. -- This is an automated message from the Apache Git Service.
