   ### problem
   
   I rebooted a KVM host that contained a running VR on purpose to see what 
would happen.  Upon recovery of the KVM host, eventually a health check fails 
on the mgmt server for the VR and an Alert is shown.  The error "Unable to 
fence off host" is also displayed.  The virtual router then does not restart / 
recover on its own and manual intervention is required.
   
   Hosts associated with the router then fail to start and/or stop working.
   
   Expected behavior should be to re-deploy or reboot the VR. I am not sure why 
it didn't. A simple manual reboot of the VR brought it back just fine.
   
   I am still investigating - this is a fresh 4.22 install.
