Both failures are pre-existing flakies in the Trillian VMware 7.0u3 environment, unrelated to the changes: TestClusterDRS:setup (0.00s) — setUpClass fails trying to migrate system VMs for memory imbalance setup. Identical error appears in PRs #13032, #12794, #13206 and others. test_01_vpn_usage (1.09s) — Errors out in 1.09s every time across many unrelated PRs on the same VMware pool. Likely a broken VPN/router config in that test environment. The KVM run (tid-16149) passed clean: 151 OK, 0 errors.
