I have already completed the investigation and submitted the full-stack fix for this here: https://github.com/apache/cloudstack/pull/13622 The PR enforces mandatory network mode selection across both the Vue.js UI (`AddVpcOffering.vue` / `AddNetworkOffering.vue`) and the Java backend framework (`CreateVPCOfferingCmd.java` / `NetworkOfferingBaseCmd.java`).
