   When I did
   (1) created an isolated network in 4.11.2.0, and associate some public IPs.
   (2) upgraded cloudstack to 4.11.3.0, 
   (3) restart network with cleanup to get new virtual router, 
   (4) tried to deploy a new vm but failed
