Steve Lawrence reopened DAFFODIL-2461:

Reopening, we only mark tickets as closed when someone other than the person
implementing the fix verifies that the issue has been fixed. Right now, Dave
Thopmson is the only person doing that, but as the community grows hopefully
more people will get involved with ticket verification.
