Quite a bit of time has passed. The features of this proposal that are in use
can be retained, but thinking on how to do enumerations has evolved and a
simpler proposal (really a subset of the existing) has been formulated.

Ticket DAFFODIL-2273 is to simplify the implementation, removing features that
are unused, deprecating features that are in use, but we expect in the future
to do with the simpler mechanisms.
