Layer API in Daffodil 3.8.0 and the metadata/data APIs in Daffodil 3.7.0 are
not in JAPI or SAPI, but in the runtime1 API package.
Modify so that these are also included in scaladoc and javadoc.
(Note: This issue is not about the content of that scaladoc nor javadoc, but
about the build.sbt and other changes to enable them.)
