Currently the following packages in our api live in their own packages, they
should be under o.a.d.api as o.a.d.api.layers, o.a.d.api.udf etc
org.apache.daffodil.layers.runtime1
org.apache.daffodil.runtime1.layers
org.apache.daffodil.runtime1.layers.api
org.apache.daffodil.udf
org.apache.daffodil.udf.exceptions
Also we need to investigate the need for a spearate layer.runtime1 and a
runtime1.layer*. Might be worth consolidating.
