Confirmed on win 11 that using

"tdmlConfig": {
"action": "execute",
```
in the launch.json hits breakpoints but selecting "Execute TDML" from the UI
menu does not hit the breakpoints. Issue is captured in
https://github.com/apache/daffodil-vscode/issues/1379
