Modify the daffodil-infrastructure action, so the below aren't required
variables/setting, as they are only needed when actually publishing things.
- DAFFODIL_SVN_DEV_USERNAME
- DAFFODIL_SVN_DEV_PASSWORD,
- NEXUS_STAGE_DEPLOYER_USER
- NEXUS_STAGE_DEPLOYER_PW
Not only would that simplify setting up forks for testing, it would add even
more assurances that we don't accidentally publish from forks
