I think that we decided to steer new users to using the configuration Wizard, rather than the text editor. The blue "Add Configuration" button only appears when using the text editor to change the launch.json file -- because of this nothing related to the blue button is in the New Users Guide. Also the Daffodil Version selection is included in the New User's guide, but not much is said about it there as we, again, try to keep things simple -- using the default version of Daffodil was deeded the simplest option.
