Not weird at all. The files are indeed present at
http://www.apache.org/dist/devicemap/ and on the mirror servers. This is all OK.
However, as I wrote originally, the links on the *download* page:
http://devicemap.apache.org/download/
point to URLs such as
http://apache.org/dist/incubator/devicemap/devicemap-data-incubating-1.0.1.tar.gz.asc
The above link does not work, because of the extra *incubator/* path segment.
Try the link and see.
