What does this PR do?
UI changes for search functionality in project page where user can search by
project name.
### Does this close any open issues?
Closes #8340

1. debounce search for efficient API calls
2. reset and state management for search input box.
3. have not done any backend change since API was already supporting search
by keyword parameter in query param.
