### Search before asking - [X] I had searched in the [issues](https://github.com/apache/dolphinscheduler/issues?q=is%3Aissue) and found no similar feature requirement. ### Description As we know, there're many fields that need to fill out as creating the workflow and task. And the fields between different workflows and tasks will often be put on the same value. For a group or company, they usually have some conventions that need to be conformed. Those maybe the best practices for them. So It's really convenient to provide project-level preferences.
